Q. Is it permissible for a woman on her menses to come to the masjid to listen to the khutba and not pray?
A. Everybody knows that it is not permissible for a woman on her menses to pray. But she may have certain responsibilities in the masjid such as teaching, security, custodian or such. So there is nothing wrong with them coming to the masjid. The ulema prevented it before because they were afraid of some impurity from the woman due to some dropping. But now there is no harm in this as today there is protection for them (i.e. maxis, tampons). But know that they cannot come to listen to the khutba unless they are in a room separate from the musalla and perhaps they can hear it by way of speakers.
