Q:I have heard it is not permissible for women to wear pants, or anything else that resembles men. How about if the woman wears this under her abaaya so that she can conceal the legs properly? Does this prohibition apply to the "shalwaar" which is the pants worn by men and women from pakistan, India and Africa? And does this apply to the medical scrubs, which is a uniform that the medical workers wear that is exactly the same for men and women? How about "tights" (also called leggings or panty-hose)?

Answer:
Yes, people in the west wear pants, even muslims, even Ekhwaan Muslimeen. Their wowen attend and give lecture while she is wearing pants. Saheeh (correct), for that this woman asked about the rule of wearing pants.
Wearing pants are NOT allowed for women or for men because it resembles Kuffar except if it is covered. It is (labaas) no harm if a Thobb is worn over the pants. This is, also, which is Sitr (Covering) for a woman. It is narrated by Swaid Bin Qais "We gave Bai'ah (pledge) to Rasoolullah Peace and Blessing be upon him and we were wearing pants...."
The people of knowledge differ in regard to whether Rasoolullah Peace and Blessing be upon him wore pants or not. Some of them said there is no daleel (evidence) that wearing pants is allowed or forbidden. Nevertheless, Rasoolullah Peace and Blessing be upon him bought pants and He bought them for nothing but to wear them.
It came by Hadeeth Mawdooa(Fabricated) that Rasoolullah Peace and Blessing be upon him said, "may Allaah have mercy" or "may Allah forgive the women who wear pants" but this Hadeeth is fabricated (lie).
Based on this, the rule of wearing pants is the same for men or for women. It is permissible to wear them under the clothes. But wearing them without putting anything over them is not correct because it resembles kuffar.
We seek refuge in Allaah from committing sins. Verily it is narrated that Rasoolullah Peace and Blessing be upon him said, "whoever resemble poeple, surely he is one of them"
