All praise is due to Allaah, the Lord of all that exists, and may prayers of blessing and peace be upon our Prophet, Muhammad, and upon his family and all of his companions. To Proceed:<o:p></o:p>
Indeed the women of the believers in the beginning period of Islaam attained the utmost level of purity, chastity, shyness and modesty, due to the blessing of faith in Allaah and His Messenger, and following the Qur'aan and the Sunnah. The women in that time used to wear concealing clothing and it was not known from them that they would reveal their bodies or expose themselves in their gatherings with each other or with their relatives. The action of the women of the Muslim nation (the Ummah) has traversed upon this upright tradition - and all praise is due to Allaah - generation after generation, until recent times. Then there entered into many of the women that which entered them of corruption in the matter of clothing and manners of behavior due to many reasons. However, this is not the place to expound upon these causes.<o:p></o:p>
Due to the numerous amount of requests for religious verdicts which have come to the Permanent Committee for Knowledgeable Researches and Religious Verdicts concerning the limits of a woman seeing another woman and what is obligatory upon the woman in regards to clothing, the Committee would like to clarify for the general populace of Muslim women the following:<o:p></o:p>
That it is obligatory upon the woman to behave with the character of modesty, which the Prophet (sallallaahu 'alayhi wa sallam) made an aspect of faith (Al-Eemaan), and a branch from among its branches. And part of the modesty that has been commanded religiously and culturally is that the woman covers herself, and that she behaves in a shy manner, and that she conducts herself with manners that will keep her far from things that will lead to temptation and places of a suspicious or doubtful nature.<o:p></o:p>
Indeed the obvious text of the Qur'aan proves that the woman is not to expose (of her body) to another woman anything except that which she exposes to her male relatives, whom she is not allowed to marry (i.e. Mahaarim), according to what custom dictates that she may uncover of her body in the house and while she is performing some work. This is as Allaah, the Most High, said:<o:p></o:p>
"And they should not expose their adornment (beauty) except to their husbands, or their fathers, or their husbands' fathers, or their sons, or their husbands' sons, or their brothers, or their brothers' sons, or their sisters' sons, or their women." [An-Noor (24):31]<o:p></o:p>
Thus, since this is the statement of the Qur'aan, and it is that which is proven by the Sunnah, then it is that which the wives of the Messenger (sallallaahu 'alayhi wa sallam) acted upon, as did the wives of the companions and whoever followed them in righteousness from the women of the Muslim nation (Ummah) until this time of ours now. And that which has been customarily allowed to be exposed (of the woman's body) to those who have been mentioned in the noble verse includes: Whatever normally can be seen of a woman in the house and while she is performing some work, and it would be difficult upon her to prevent it from being uncovered, like her showing her head, her hands, her neck and her feet. However, in reference to broadening the limits of what can be exposed and increasing it, then there is nothing that proves its permissibility from the Book (the Qur'aan) or the Sunnah. It is also a path to temptation of the woman, and also her being tempted by young girls of her same sex, and this is present amongst us. It also contains a wicked example for other women besides her (i.e. she's setting a bad example for them by dressing trashy like this). Likewise, it contains an imitation of the disbelieving women and the loose prostitutes in how they dress. And indeed it has been confirmed from the Prophet (sallallaahu 'alayhi wa sallam) that he said, "Whoever imitates a people, then he is from them." This was reported by Al-Imaam Ahmad and Abu Dawud. And in the Saheeh of Muslim it is reported from 'Abdullah bin 'Amr that the Prophet (sallallaahu 'alayhi wa sallam) saw him wearing two garments that were both dyed with yellow dye, so he said, "Verily these are from the clothing of the disbelievers, so do not wear them." And in the Saheeh of Muslim it is also reported that the Prophet (sallallaahu 'alayhi wa sallam) said, "Two kinds of people from the people of the Hell Fire I have not seen them: a group of people who have whips with them like the tails of cows, and they will beat the people with them; and women who will be clothed, (yet) naked, seductive (by walking among people wearing fragrance and perfume), and attracting attention (due to their swaying of their shoulders with their walking). Their heads are like the leaning humps of the Bukht (Bactrian) camel (i.e. their hair styles). They will not enter <st1:place w:st="on">Paradise</st1:place>, nor will they smell its fragrance, even though its fragrance can be smelled from a distance of such-and-such and such-and-such."<o:p></o:p>
The meaning of his statement, "clothed, (yet) naked," is that the woman will clothe herself with that which does not cover her body, therefore she will be clothed but in reality she will be naked. This is like the woman who wears the see-through garment which allows her skin to be seen beneath it, or the garment that is so tight that it shows the shape of her body parts, or the garment that is short and thus it does not cover some of her limbs.<o:p></o:p>
Hence, that which is obligatory upon the Muslim women is that they adhere to the guidance that the Mothers of the Believers (i.e. the Prophet's wives) and the wives of the companions were upon (may Allaah be pleased with them), and the way of those women who followed them in righteousness from the women of this Ummah. Also, they must have concern for covering themselves and being modest, for this is more distant from the causes of evil trials and temptations, and it is more protective for the soul from those things that are stirred up by the callings of the desires that cast people into lewd and indecent acts.<o:p></o:p>
Likewise, it is obligatory upon the Muslim women to beware of falling into what Allaah and His Messenger have forbidden from the clothes which contain resemblance to the disbelieving women and the fornicating women. They must do this as an act of obedience to Allaah and His Messenger, and hoping for the reward from Allaah, and fearing His punishment.<o:p></o:p>
Likewise, it is obligatory upon every Muslim to fear Allaah regarding those women who are under his guardianship or authority. He should not allow them to wear what Allaah and His Messenger have forbidden from those garments that are licentious, revealing and seductive. And he should know that he is a shephard and he is responsible for his flock, and he will be asked concerning them on the Day of Resurrection.<o:p></o:p>
We ask Allaah to correct the situations of the Muslims, and guide us all to the straight path. Verily He is All-Hearing, Near, and One Who answers (supplications). And may Allaah send prayers of blessing and peace upon our Prophet, Muhammad, and upon his family and his companions.<o:p></o:p>
